This package was previously in Debian with a higher version number,
which was where Ubuntu got it. There are two problems with the current
package in Debian:

 - it has reused a Debian version number that was previously used in Debian
with different contents.
 - it has reused an *upstream* orig.tar.gz filename that was previously used in
Debian with different contents.

Both of these bugs are issues that should be fixed in Debian. While
they haven't prevented the package from being reintroduced into Debian
unstable, they will cause problems for release archival in Debian in the
same way that they prevent the package's importing into Ubuntu.

To fix the second issue, the package probably needs to be switched to
source format 3.0 (quilt) and use a different compression format for the
orig.tar, in order to avoid the filename collision.
