I had the same problem on my new laptop (Clevo P650RA), and adding 'i8042.reset' to GRUB_CMDLINE_LINUX_DEFAULT fixed it for me. Shouldn't this be enabled by default?
This is on "Ubuntu Xenial Xerus (development branch) - Release: 16.04" by the way. My exact kernel error was: i8042: failed to resume active multiplexor, mouse won't work In that case, the mouse indeed didn't work, but neither did the touchpad.
