We have discussed this on the Ubuntu Studio Developers list, and
Shotwell was actually deliberately dropped from the Ubuntu Studio seed a
while back.
It will have to be installed manually by those that need it.
US users missing Shotwell should cry out on the mailing lists, and it
may be added back in for future releases (beyond 16.04 Xenial).
