[Impact]
The last upload gets UTS_UBUNTU_RELEASE_ABI by coping the distro generated file 
from the installed package and putting into the current kpatch-build directory. 
This doesn't work if that package isn't installed and doesn't properly depend 
on it.

[Fix]
Instead just echo the proper number into the file as we already know the UBUNTU 
ABI based on the $ARCHRELEASE variable.

[Regression Potential]
This is an Ubuntu specific change,  but no worse than the previous patch which 
depended on linux-headers.
