According to the logs this was an issue with xinetd upgrade while vsftpd
installed.

There merges/upgrades to all of those.

So I wanted to verify that the upgrade paths currently supported work.
So I was trying for 14.04 -> 16.04 and 15.10 -> 16.04
1. configure xinetd+vsftpd
2. check working
3. upgrade to 16.04
4. check working

Both upgrades worked smoothly, the service worked like a charm after the 
upgrade directly after reboot.
That said I'll set this bug to invalid.
Feel free to reopen in case there is a new way to still reproduce this issue.
