It is absolutely a blocker according to the criteria.  The last item on
the list at
https://wiki.documentfoundation.org/Release_Criteria#Blocker_Bug_Definition
is "unusable function".  Custom animation sound effects are currently an
unusable function.

Unzipping odp file, I see this in content.xml:

Taking a look at where could be apert.wav, I found it there:
/usr/lib/libreoffice/share/gallery/sounds

So first attachment can't work. An enhancement could be to indicate the
file is not found and propose to modify the sound.
