So this should be a merge, not a sync.  There is already a delta with
Debian due to this universe dependency, and 10.0.0->10.0.7 is a bugfix
series, so retaining this delta to the dependencies should not introduce
any regressions.

Because we are now only 1 week away from release, this is quite late in
the hour for an FFe.  However, in discussing with the CPC team, if this
does not go in as an FFe then they would want to pursue a MRE for this
and I believe the package would qualify.  I'm therefore going to upload
this to xenial-proposed and treat this bug as a blocking bug for
migration pending a final decision.
