Public bug reported:

This problem appeared after I had tried repeatedly phoning a number (7
times) in succession, but the calls had timed-out by the network (the
person I was ringing had their phone on silent). When I tap the 'Mobile'
icon in Network settings, the spinning Ubuntu appears for about a
quarter of a second, then freezes. About two seconds after this, the
System settings app' closes. When I tap the Mobile icon, I feel a
distinct 'double vibrate', which I haven't noticed before. This
behaviour is irreversible, even with rebooting and switching in and out
of flight-mode, wifi on/off, hotspot on/off - so something appears
permanently broken. I haven't Reset the phone yet in case there is
useful log info available, or another solution emerges. The Sound
settings path causes a similar crash when I attempt to enter the
Ringtone or Message received sub-levels.
