OK, this seems to be due to an interaction with the bcm43xx driver. If I
do a "sudo modprobe -r bcm43xx" before upgrading or doing "sudo dpkg-
reconfigure network-manager", then everything is OK.

I still can't get any useful info on what exactly is borking when
bcm43xx interacts with a network manager restart, but that seems to be
the issue.
