Honestly I have no idea what will happen here. CRIU uses the freezer
cgroup to freeze tasks, and only looks at the frozen value in the root
node of the tree. There is no way to atomically test and set freezer
currently, so there's not a great way to even inspect the freezer state
before hand and refuse to dump (because of TOCTOU issues).

I'm very open to ideas about what to do here.
