Just did a fresh install of 16.04, added network-manager-openvpn, network-manager-openvpn-gnome, network-manager-pptp, network-manager-vpnc
then I was able to import my vpn configuration files via an import script from my vpn provider, reboot (since "service networking restart" no longer works), and connected to my vpn. confirmation through https://ipleak.net/ and https://www.dnsleaktest.com/ shows no other DNS than my provider. This bug appears to be resolved.
