Samba is linked to the CUPS library and so asks the CUPS daemon directly via IPP which printers are there. So changing ownerships/permissions of CUPS' config files will not make Samba sharing the same printers as CUPS. Samba would need to be modified to ask CUPS for its ACLs (as configured in cupsd.conf) to find the printers where CUPS allows external access to and only share those to the same machines as CUPS allows in its ACLs.
