Saw this over the weekend while driving. Had a connection but the browser would 
not connect, no idea if I had previously lost the cell signal.
I then cycled flight mode, started browsing, lost signal, regained signal, 
browser would not connect.

To recreate this I blocked the cell signal momentarily, regained it, and
the browser does not think its connected, so I assume this happens 100%
of the time that we lose signal.
