It's what is not included that is the problem. The release team have not updated the 'restricted-modules-2.6.22' package to 2.6.22-13. If you keep your eye on http://packages.ubuntu.com/gutsy/metapackages/linux-restricted-modules- generic then as soon as 'linux-restricted-modules-2.6.22-13-generic stops showing 'not available' all will be fine.
