Before release yes, hopefully.

But until then problems like this (which, again, is not the first one
for firefox) will cause pain for the non-us "beta testers". It's rather
arrogant that non-us users aren't important (the locale issues aren't
important until release).

Last time, the locales weren't released, so firefox wasn't installable (since 
it depended on the right version of the locale, which didn't exist). This time, 
the dependancy wasn't this strong, but still, the locales doesn't exist.
The problem is: Why aren't the locales installed in the repos when firefox is? 
The locales are there, they have been on mozilla's site for a long time (just 
like last time). Yet, again, as usual, the maintainer(s) only ship the binary 
and not the locales...

I just don't get it.
