Public bug reported:

Add support to detect available app updates in the background, without
requiring the user to enter the updates panel.

Possibly refactor the existing check into a plugin for polld that gets
installed with the settings app.

This would trigger a new notification that some number of app updates
are available.

Once this is supported we can consider adding a setting to allow the
updates to be downloaded and applied automatically. When this is done
there should be a new notification that some number of apps were updated
and what they were.
