hi, Being subscriber to this bug and also experiencing it, may I add that suspend/resume/hibernate all worked quite well in 15.04 and 15.10? So it might help focussing on the changes between 15.10 and 16.04 first.
Machine is a Dell Latitude 3540 from early 2014. No proprietary drivers.
