Hi,
1. In Ubuntu 16.04 Desktop 32-bit in "System Settings" | Appearance | Behavior 
tab I have set: "Show the menus for a window" to "In the window's title bar" 
and set "Menus visibility" to "Always displayed".

2. Then I have installed "VLC Media Player" from official Ubuntu repository 
like: sudo apt update && sudo apt install vlc
and run it.

3. Help | About there is version 2.2.2.

4. Menu Media | Open File and select some .mkv file. File starts to play
video without a problem.

5. I tried to stop a video by selecting from menu Playback | Stop. Video
stopped, but a problem appeared. There are two menus displayed! See
attachment.

I can always reproduce above problem if closing down and reopen VLC.
