I've found a solution to the problem,

First as root rename the file "kuserui.rc.backup.*" in "kuserui.rc" in
the directory /usr/share/apps/kuser/

Then as your user do,

~/.kde/share/apps/kuser$ cp -R /usr/share/apps/kuser/ ./

After this it works as expected.
