Same problem with Gutsy working on my Toshiba Satellite A105 - S4074. kernel: 2.6.22-13-generic
As far as I remember most of keys were working on 7.04 and after update to 7.10 but stopped to work after next updates of 7.10. To make some of keys working on 7.04 (especially multimedia keys such as "play/pause", "stop", "forward", "backward" or "open browser", "brightness up", "brightness down" and "switch video output") I had to update my Phoenix BIOS. Unfortunately the rest of keys wasn't working even then. Keys that were working could have been configured with KeyTouch.
