Public bug reported:

This problem appeared after installing OTA-11 on my BQ Aquaris 4.5.

Previously, I could activate and deactivate GPS in the Battery settings
dialog. Now, I can only find Wi-Fi and Bluetooth there. I believe that
shortly after installing the OTA-11, I could sometimes find the GPS
setting there. A reboot does not bring the setting back.

It might be that the GPS is working. The phone had a fix on a location
that I visited after the update, but it could have also been from the
HERE location services.

Could this be a hardware problem?
