I have an X220 and the same issue - and I'm on Arch. It only happens when I scroll using the Touchpad (edge scroll), not when I use a mousewheel. Tried disabling smooth scrolling (Re: that Chromium bug report) - still there, even if the jump sometimes seems less high. Weird.
