this isn't changed by the packaging - so I expect it to be an upstream issue.
Lets debug a bit and see.

First of all line 484 has no concatenation - lets check if that is a bad 
reported line or if there were some changes to your file:
"debsums logwatch"

Then also the code around there starts by initializing at line 427:
$bb = "";
So while a lot might happen it should never be "uninitialized".

I couldn't recreate just by having exim and logwatch installed and
running, so I wonder would come something to your mind that is special
in your logwatch and/or exim setup that might cause this?
