Hi Jeremy, this package also has a recommendation for our new package"budgie-welcome" - I have asked ubuntu-sponsors to help with this as well (https://bugs.launchpad.net/ubuntu/+bug/1607546)
If it is at all possible, both arc-firefox-theme and budgie-welcome can be removed temporarily from the control file. I can quickly re-upload this if you wish.
