Based on your latest input, one possibility is that the system wide locale setting in the /etc/default/locale file is broken somehow. Then, when you set English (Australia) via Language Support, new locale settings (which override /etc/default/locale) were added to ~/.pam_environment. But that's just a guess.
I agree that the UI isn't ideal, but that would be a separate bug report. (Not needed, OTOH, because we are well aware of it.)
