Update:

the same issue exists with Ubuntu 14.04.5 and Ubuntu 15.10 when
installing tor from the "universe" repo.

I have not tested it with the official deb.torproject.org repo on Ub1404/Ub15.10

I am surprised not more people are reporting this issue... At least for
me tor is not installable without tinkering...
