I've noticed that without the nvidia driver installed the GPU temp
sensor always reads 1c.  After the nvidia driver is installed it reports
the correct temp.  I think probably not related to the fan issue.  Also
it seems strange that the fans stopping didn't survive a reboot.  I've
noticed that if the laptop is cool sometimes the fans will stop on their
own.  But this happens very very rarely, and only if the ambient temp is
cool as well.

In any case I think this bug needs to be reported upstream to the Linux
kernel team. I'm not sure where or to which maintainer though.  I've had
to resort to using Windows 10 with cygwin (Yuck) and unfortunately had
to remove Ubuntu to free up drive space :(
