Just because this happens with "program[s] like xpad" doesn't make this
an xpad bug. The xpad package (both in the previous and the latest
version) installs its desktop file using the standard methods provided
by debhelper. Such entries consistently not showing up in the menu until
after a new login while they do appear in a menu editor is likely an
issue or design choice of your desktop environment.

Unless you can demonstrate this bug is specific to the xpad package
only, please reassign to the "common denominator" (probably the desktop
environment or -less likely- debhelper).
