Actually, I don't see the bottom panel appear while gnome is loading. So maybe it's not entirely the same?
What I just noticed is that the bottom panel is only missing when I login after a cold start or a reboot. If I login, click on the desktop to make the bottom bar appear, then logout and login again the bottom panel does appear correctly without me needing to click somewhere on the desktop.
