Actually, I don't see the bottom panel appear while gnome is loading.
So maybe it's not entirely the same?

What I just noticed is that the bottom panel is only missing when I
login after a cold start or a reboot. If I login, click on the desktop
to make the bottom bar appear, then logout and login again the bottom
panel does appear correctly without me needing to click somewhere on
the desktop.

I'll just add that observation to the bug in a comment.  :)
