Per https://github.com/snapcore/snapd/pull/1984, can you try this with SNAPD_DEBUG_HTTP=3 set in snapd's environment and then journalctl -u snapd? I tried but I'm not seeing any slowness in create-user any more so it's not showing anything very interesting.
