Public bug reported:

STEPS:
1. Install xenial
2. Install byobu in the xenial and pin it to the launcher
3. Switch to all available in update
4. Run update-manager -d
5. Get a notification that 16.10 is available
6. Upgrade

EXPECTED:
I expect to see byobu still in the launcher on upgrade

ACTUAL:
Byobu is removed from the launcher, it can be re pinned to the launcher an then 
it will stay.
