Public bug reported:

I'm using a belkin wireless usb adapter to connect to the internet. It
worked fine when installing from usb. Once I installed the OS to the
computer I could see my home network but could not connect to it. It
would ask for the password, I entered it, and it would ask again, and
again, never connecting. If I use my cell phone as a hot spot I connect
instantly. I've spent more than an hour on the phone with my ISP, they
don't think it's them, neither do I. I'm using the same adapter on
another computer also running lubuntu and it works fine. I don't know
if it's related but I can't shutdown my computer without pressing the
power button. I've tried to power off from the terminal, I've tried
adding acpi=force to /etc/default/grub among numerous other
recommendations I've found online. Nothing works.

** Affects: network-manager (Ubuntu)
     Importance: Undecided
         Status: New
