Same problem on a HP 250 G3: /var/log/uvcdynctrl-udev.log grew to 9,8G and filled the / partition completely. The graphical desktop environment wouldn’t start any more.
Workaround: I deleted /var/log/uvcdynctrl-udev.log and removed the package libwebcam0, thus removing it’s dependency uvcdynctrl. I would appreciate a real fix for this since it rendered my computer useless until I found this solution.
