>From what I've seen in the past, this is almost always indicative of daemon startup errors (either "/var/log/docker.log" or "journalctl -u docker.service" depending on init system), which are _usually_ related to graph drivers (such as the AUFS module failing to load for some reason, or a mix of several driver's states and nothing to disambiguate which is preferred, for example).
