Public bug reported:

Binary package hint: gnome-panel

after installing two different VPN programs, i was unable to open
Ktorrent and my top and bottom panels lost their configuration and are
locked in an awkward position (and these problems were still around even
after uninstalling both VPN programs and reinstalling ktorrent). I am
running an HP dv9550 notebook with a duel core, duel HD, and 2GB of ram.
