This is not about KMahjongg but kajongg. Big difference. A very different game and a very different implementation.
kajongg is a pure Python application. There are no Python bindings for KDE Frameworks 5 except for some experimentation. kajongg (always identical source code) can run with qt5, it can run with python3, and it can run without KDE bindings (not all combinations are possible). But without KDE bindings it does not behave like a KDE application in all aspects. So if KDE bindings are wanted (and they are wanted), kajongg needs a working pykde.
