The same behavior is duplicated on media keyboards as well. I have a Logitech mx5000 keyboard, and the volume slider behaves exactly as you describe. The volume OSD changes from 0% to 11% and back, but the actual volume doesn't change. I however, have the same thing happening with the mute button as well. The OSD displays muted, but the sound continues to play.
