Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I must admit this isn't enough to understand your issue.
- pm-is-supported has options, which one did you check --suspended / 
--hibernate?
- When you shut down are you selecting to suspend/hibernate?
- Depending on your UI that usually is close to logout/shutdown and most 
configure it on lid-close
- I think as command it would be "pm-suspend", but not sure if that is still 
what should be used

It almost appears to me as it just shutdown and made clean fresh boot.
Please provide more info what you did and how your actual issue surfaces.

local configuration problem and a bug in Ubuntu, I'm marking this bug as
