I see at the other bug report that you set LC_CTYPE to "UTF-8". That's
wrong - there is no locale named "UTF-8" on Ubuntu, so get rid of that.

Use /etc/default/locale on Ubuntu for locale related environment
variables, and all you need to set there is:

LANG=en_US.UTF-8
