I also encountered this bug on Ubuntu Zesty 17.04 after upgraded from 16.10: Steam did not find network, I couldn't download games or consult messages. I follow #3 Joe Barnett's solution, I installed libnss-resolve:i386 and it resolved the bug. To resolve definitly this bug, Ubuntu should install libnss-resolve:i386 when Steam is installed. Why there is no dependency between Steam and libnss-resolve:i386 packages?
