with each upgrade i now get that error: the 'oldlocal' subdir is
missing.

oem@u64:~$ ls /var/cache/man/
CACHEDIR.TAG  cat1  cat2  cat3  cat4  cat5  cat6  cat7  cat8  en_GB  index.db

The path needs to be tweaked.
