Ubuntu 15.10 is EOL now, and the version of OpenConnect that this bug was reported against is no longer supported. Can you still reproduce this with a supported version, either in 16.04 LTS or with the current version 7.08?
That said, even if you can reproduce this, is this really a bug? If there is something about your VPN provider or your network that requires you to disable DTLS, that may be a feature and not really a bug. DTLS is an optional feature that normally works and improves your VPN throughput, but can be disabled to possibly give you a working connection.
