Public bug reported: After installing 16.04 LTS just after the grub step the next error shows:"The 'grub-efi-amd64-signed' package failed to install into /target/. Without the GRUB boot loader, the installed system will not boot". I have tried the installation several times using 14.10 and 16.10. It seems that the error also relies on the bootable stick as a fresh installed ubuntu seems to load fine but when we reboot or try to reinstall using the same stick we find the grub message.
