It might be a bug in the package not waiting for network to be
initialized correctly, but just as much also just dependent to your
network config. Since it seems likely to me that this is a local
configuration problem, rather than a bug in Ubuntu, I'm marking this bug
as Incomplete for now.

If indeed this is a local configuration problem, you can find pointers
