I recently encountered this problem too on my Acer Aspire 5610 laptop with built in camera. (read: very common mid-range laptop). For me it loop through USB addresses up to 127 and then started again at 2 during boot. This stopped the boot process in its tracks(!). Rebooting in safe mode didn't help either. I worked around the problem by booting with a different kernal and then adding gspca to the blacklist.
