In my case I had the same behaviour, after looking true the grub config files I found that in the file /etc/grub.d/proxifiedScripts/custom the "savedefault" is not added. After modifying the file as shown in the atachment a update-grub2 has the desired result.
I'm sure this is not the place for a fix as I believe the custom file is generated by the os-prober but this runs not every in update-grub2. After changing the GRUB_SAVEDEFAULT setting the custom file never changes. ** Attachment added: "custom" https://bugs.launchpad.net/ubuntu/+source/grub2/+bug/1260888/+attachment/4804298/+files/custom -- You received this bug notification because you are a member of Ubuntu Bugs, which is subscribed to Ubuntu. https://bugs.launchpad.net/bugs/1260888 Title: Grub ignores default=saved To manage notifications about this bug go to: https://bugs.launchpad.net/ubuntu/+source/grub2/+bug/1260888/+subscriptions -- ubuntu-bugs mailing list ubuntu-bugs@lists.ubuntu.com https://lists.ubuntu.com/mailman/listinfo/ubuntu-bugs
