This issue was reported before, and fixed in 1.0.24-12 [1]

But it appears to happen again with 1.0.25+git20150528-1ubuntu2 on
Xenial:

$ sudo apt-get install libsane-dev libsane-dev:i386 
Reading package lists... Done

libsane-dev is already the newest version (1.0.25+git20150528-1ubuntu2).
