We're talking about the live/install media... throwing the image on a USB drive and booting it, for trialling or installing the OS.
I have not tried the 16.04 (not .1) media. However, I wouldn't expect different results. ...How would I install an alternate kernel on the live image? In the installed system, using the linux-image-generic-hwe-16.04-edge kernel shows improvement (removes the need for nomodeset and allows X to enumerate and configure the card's outputs) but doesn't completely fix the issue.
