I can also confirm this. For me, msiebuhr's solution did the trick: I added the line
"set runtimepath+=/usr/share/vim/addons/" to my vimrc. Before that I had tried a complete deinstallation of all vim-related packages, and then apt-getted vim-latexsuite pulling in vim etc. That did not help. Now, after inserting above line in vimrc it launches the Latex-Suite automatically upon opening a .tex-file.
