I think there is a race condition at startup between postfix and DHCP (or the network startup code), leading to an empty copy of resolv.conf. Specifically, I'm running Ubuntu 16.10 on an x86_64 workstation, which gets its network configuration via DHCP. I am also using postfix, and since "a few weeks", the outgoing mails are pending in the mail queue until I do 'service postfix restart', which updates postfix's copy of resolv.conf in /var/spool/postfix/etc/resolv.conf. When I say since "a few weeks", it's because I'm not exactly sure when the problem appeared, but for sure it used to work.
